this outfit looks pretty informal, light, and springy. Make-up and hair should reflect this. Hair should be down, and look "air" dried. Make-up shoud be light; possibly with pastel colored eyeshadows, highlighting brow with shimmery shadow, clear mascara, light pink blush, and lipgloss. A bronzer over cheek bones, hairline, and nose bridge would also fit in with this particular outfit if your coloring allows for it.
A loose curl would look nice.. dont scrunch that would be the worst look with this.. if you cant curl,, theres always the handy old straightener… but i suggest spiral curls. (:

I think the second shoes are the best; better to keep everything light for spring. You could use some bronzer to contour your cheeks, then add a bit of peachy blush to the apples of your cheeks. If you have blue eyes use a bit of brown shadow in the crease (or socket) of your eye for definition, for brown eyes use a bit of plum eyeliner, and for green or hazel just a bit of black liner. Use mascara and curl your lashes to make your eyes pop, and don’t forget some pink-y sort of lipgloss/stick or whatever you prefer.
Since you’re planning on wearing a jacket, you should keep your hair off of your shoulders, unless you don’t want to wear the jacket a lot. Curling it then putting it into a messy bun with some curls hanging out would look cute.
