The only way you can do this is with your parents support and help. You must move to where the work is. Stay away from the combo modeling/acting agencies. They are fake and ask for money.
If you live in a small town in the middle of nowhere, this wont happen for you. You will have to wait until you get older and move out or you will have to uproot your whole family to follow your dream now. Not many families are willing to do this, and you would be better off waiting until you are older.
In regards to acting, you are at a disadvantage for your age being that tall. They use 12 year olds who look very young to play 10 year olds and 14 and 15 year olds to play 12. At 5 ’5" you are too tall. You would probably be more successful when you are older if you wish to pursue an acting career. In the meantime, see if there is a performing arts school in your area that you can attend for High School, and look to getting some skills. Acting is much more than just laughing and crying on cue.
Good luck.

goo for it if it’s what you want, not what everyone else wants.
